What it means
When the deadline to challenge a decision passes without a Widerspruch or Klage, the decision becomes final and binding — even if it is wrong. That is why acting within the deadline (usually one month) is critical; afterwards you can only ask the authority to voluntarily reopen the case, which it rarely must do.
